Flipped Minors and Influence actions order of events; no mechanical changes. To be less confusing for STs on emails this way.
Changed the formatting on the Downtime email format to remove oddities with copy/pasting it into gmail. Added line explaining the purpose of the "ST:" section for the downtimes.
